President Tsai names TSMC founder Morris Chang as 2023 APEC envoy

On October 21 Presidential Office Spokesperson Olivia Lin (林聿禪) announced that President Tsai Ing-wen has invited Dr. Morris Chang (張忠謀), founder of Taiwan Semiconductor Manufacturing Company (TSMC), to act as her representative to attend the 2023 APEC Economic Leaders' Meeting (AELM) to be held in San Francisco from November 15 to 17.

Dr. Chang has previously attended the AELM as our Leader's Representative five times, Spokesperson Lin explained, actively interacting in the meetings with leaders from other member states and conveying Taiwan's ability to contribute. By leading our delegation to achieve the tasks entrusted to it by President Tsai, she added, Dr. Chang has helped promote stability and prosperity in the Asia-Pacific region and enhanced Taiwan's international image and visibility. The spokesperson said that President Tsai thus decided to invite Dr. Chang to attend the meeting as her representative for the sixth time.

The theme set by the United States for this year's APEC is Creating a Resilient and Sustainable Future for All, Spokesperson Lin said, with three major policy priorities: interconnected, innovative, and inclusive. She said that Taiwan has always actively participated in APEC, and will continue to cooperate with member states in areas including digital innovation, green transition, food security, public health, small- and medium-sized enterprise development, and women's economic empowerment, to create sustainable prosperity for all in the Asia-Pacific region.
