On 12 November 2018, Representative Francis Kuo-Hsin Liang led officials from the Taipei Representative Office in Singapore in commemorating the 153rd birth anniversary of ROC Founding Father Dr. Sun Yat Sen at Wan Qing Yuan (also known as the Sun Yat Sen Nanyang Memorial Hall). 40 persons, including community leaders and members of the Taiwanese community in Singapore attended the memorial service.

On 25 September 2018, Representative Francis Kuo-Hsin Liang attended the Mid-Autumn Festival celebration organized by the United Chinese Library at the invitation of its President, Mr. Cham Seng Yin. Other invited guests included the office bearers of the Alumni of Taiwan Universities & Colleges, Deputy Representative Steven Tai and other officials from the Taipei Representative Office in Singapore.

Ms. Christina Chen, Taiwan-born artist resident in Singapore, held an exhibition entitled “Flowers in Bloom, Butterflies Cometh” on 19 September 2018. In his brief remarks, guest of honor Representative Francis Kuo-Hsin Liang said the art exhibition reflects the growing cultural and art exchanges between Singapore and Taiwan, and expressed his hope for still more of such exchanges and creative collaborations as Taiwan continues to promote its “New Southbound Policy”.

"Taiwan Cuisine Workshop Indonesia Tour 2018" after holding this event in Jakarta, September 10, 2018, the next workshop was held in Surabaya on September 13 and 14, which was held by the "Taiwan Indonesia Alumni Association-JATIM" (ICATI JATIM), " Taiwan Business Club Surabaya "(TBCS) in collaboration with Ottimmo master of International Gourmet Academy, in a one and a half day workshop attended by Ottimo students and members of ICATI JATIM and TBCS, with a total of more than 100 participants.
