On 27 January 2018, Representative Francis Kuo-Hsin Liang attended the opening reception for “Theatre of Reality: Solo Exhibition of Chou Ching-Hui’ at the invitation of DECK, whose mission is to deepen the appreciation for art photography in the region. Mr. Chou’s exhibition marks the first time a Taiwanese photographer is invited by DECK to showcase his works in Singapore.
On 26 January 2018, Representative Francis Kuo-Hsin Liang invited over 110 friends from the arts circle, including artists from Taiwan, Singapore, Malaysia, and Indonesia, art museum directors, and arts agents to his residence for an evening of cultural exchange and Taiwanese art appreciation.
On 27 January 2018, Representative Francis Kuo-Hsin Liang presided over the 2018 Handover of the President and Inauguration Ceremony of 25 new committee members of the Taipei Business Association in Singapore (TBA SG). Also at the ceremony were Deputy Representative Steven Tai and other officials from the Taipei Representative Office in Singapore.

On 12 December 2017, Representative Francis Kuo-Hsin Liang, graced the 65th Anniversary Dinner cum 27th “Respect the Elderly Celebration” of the Singapore Gnoh Kung Association as the guest of honor. Over 200 persons, including the Association’s board and members, officials from the Taipei Representative Office in Singapore, and seniors accompanied by their families attended the event.
On 2 December 2017, the Taipei Representative Office in Singapore hosted over 150 guests to a special screening of “The Great Buddha +”, which won Best Feature Film and Best New Director at this year’s Golden Horse Awards.
