President Tsai Ing-wen held a press conference on the morning of October 14 to announce that she will once again invite Dr. Morris Chang (張忠謀), founder of Taiwan Semiconductor Manufacturing Co., Ltd (TSMC), to act as her envoy to attend the 2019 APEC Leaders' Week in Chile. The president entrusted Dr. Chang and the delegation with the mission to clearly communicate to all APEC members Taiwan's determination and achievements in promoting a "digital society" and a "smart nation."

She also thanked all the winners for showing us that no matter what challenges we face in life, we all have limitless potential.
