Representative Francis Kuo-Hsin Liang graced the opening ceremony of the 18th Singapore Lion City Cup International Woodball Open Championship 2018 on 4 August 2018, at the invitation of Dr Chong Tien Siong, President of the Singapore Woodball Association. On 25 July 2018, Representative Francis Liang Kuo-Hsin presented six scholarship awards, three for the 2018 Taiwan Scholarship and another three for the Huayu (Mandarin) Enrichment Scholarship, to Singaporean recipients at a ceremony held at the Taipei Representative Office in Singapore.

On 15 April 2018, Representative Francis Kuo-Hsin Liang hosted a theatre play entitled “The Amazing Journey” for friends and personalities from Singapore’s education sector. Over 400 persons attended the Taiwan-Singapore joint production by the Arts Theatre of Singapore and the Taiwan Apple Theatre.
