The Taiwan Digital Opportunity Center (TDOC) Project, formerly known as the APEC Digital Opportunity Center (ADOC) Project, aims to promote the models established through the ADOC Project from 2003 to 2014 in all Southeast Asian countries.
The TDOC Project plan has deepened cooperation with various Southeast Asian governments and NGOs, and helped the targeted personnel improve their capability of information application. This utilizes Taiwan's ICT capability to solve the challenges of the digital divide.
The TDOC 2016 has concentrated on the following items:
1. First Solar Power Mobile ICT Learning Center in Myanmar
The TDOC Secretariat – Institute for Information Industry and the Myanmar Computer Federation (MCF) jointly launched the first Solar Power Mobile ICT Learning Center on May 20th at the Tatmadaw Exhibition Hall in Yangon, Myanmar, with the participants from Myanmar and Taiwan.
The solar power mobile ICT learning center is a modified 20 foot container with resources donated by several prominent Taiwanese companies: including solar panel boards (Tatung), 16 laptops (Acer), a cloud server (QNAP), and a multimedia network teaching system (Howyar). It is designed to provide citizens with opportunities for learning essential computing skills, rudimentary internet use and building up their basic ICT competency.
The Mobile ICT Learning Center is continuously travelling to different communities and delivering services to everyone throughout the Yangon Region to bridge the digital divide.

2. “2016 e-Government and Smart ICT Workshop ” in Laos
TDOC Secretariat and the Laos ICT Commerce Association (LICA) co-hosted the “2016 Laos-Taiwan e-Government and Smart ICT Workshop” to share Laos’ and Taiwan’s ICT development outlook.
The TDOC Secretariat and LICA have met their consensus to have tighter collaboration and to co-host more ICT workshops in the near future.

3. Myanmar e-Government Conference and ICT Exhibition
Focusing on sharing Taiwan's experiences in e-Government development and Smart ICT solutions, the TDOC Secretariat – Institute for Information Industry and the Myanmar Computer Federation (MCF) co-hosted a workshop.
Approximately 130 participants attended the workshop and were very impressed by Taiwan’s e-Government, smart transportation, and smart energy management solutions. Many participants inquired about the possibility of further business cooperation after the workshop.
The TDOC Secretariat also participated in the “2016 Myanmar e-Government Conference and ICT Exhibition” held by the MCF, which garnered high interest as many participants visited the TDOC booth for inquires.

4. ADOC demonstration to build a sustainable operation model
The TDOC Secretariat has been helping ADOCs build a sustainable operation model. Five ADOCs in the Indonesia, Vietnam, Thailand and the Philippines have assisted in building a sustainable operation model for community economy, tourism, education and culture preservation. Other ADOCs can refer to this model when pursuing sustainable development in the future. The TDOC Secretariat offers services including ICT-related capacity building and centers operations management consultation.

5. 2016 TDOC International Volunteer Project
The TDOC Project has been cooperating with private sectors, universities and colleges to dispatch international volunteer teams to ADOCs offering ICT skill training programs and promoting cultural exchanges.
Eight volunteer groups with a total of 120 volunteers visited the rural areas and communities of the Philippines, Indonesia, Vietnam, Thailand, Myanmar and Malaysia in the summer of 2016. This volunteer project sponsored by Asus Foundation and TDOC Secretariat is aimed to shorten the “digital divide” through the donation of hardware and providing ICT related lectures, with over 7,000 school teachers and students having undertaken the training services.
On September 9, all volunteers gathered together sharing what they have learnt and experienced from the volunteer program at the “2016 International Volunteer Fair” event held by TDOC Secretariat and Asus Foundation.
